Device Targeting Filters Do Not Show Any Impacted Devices

Symptoms

After you create a policy and add device targeting filters, when you click "Preview Impacted Devices" it doesn't show any devices, or doesn't show all expected devices.

Steps to resolution

Device targeting filters on a policy only apply to the devices in the group(s) to which the policy is assigned. Assign the policy to additional groups and then apply device targeting filters.
